Towards a Council-SES partnership in floodplain management and flood warning

At the 1997 conference of the Floodplain Management Authorities of New South Wales (NSW), the Deputy Director General of the State Emergency Service (SES) described the SES's Flood Project (Keys, 1997). This project includes everything which the SES does in the flood management field: it incorporates planning for floods, the development of flood intelligence records, improvements to flood warning systems and procedures, ensuring that SES personnel are prepared for their flood management roles, educating communities about how they can stay safe and mitigate property damage during floods and liaising with councils, companies and other agencies on matters relating to the management of development on floodplains.

The paper referred to the Service's efforts to become more involved in the deliberations of local floodplain management committees and also discussed some problems relating to the SES's involvement in the process of dealing with development applications. The present paper discusses progress over the past twelve months in these two important areas of the SES Flood Project.
