How do you Improve Community Response to Warnings?

Surveys were undertaken of residents and businesses in the Hunter Valley following major floods in June 2007. The purpose of the surveys was to determine whether official flood warning messages were being heard and heeded.

The questions were used to determine how people were receiving flood warnings, how they where understood and what actions  were taken in response to the messages.

This paper looks at some of the barriers to flood warning communication and ideas on how flood warnings can be enhanced to improve community response.
